U.S. Congress Likely to Make Estate-Tax Changes in 2009

Congress is likely to act in 2009 to head off a scheduled repeal of the estate tax, according to policymakers and lobbyists on all sides of the issue.

The expiration at the end of 2010 of tax cuts enacted during President Bush's first term already presents the next president and Congress with a fiscal mess to unravel.
